How do I stop programs from running when my computer
boots up?

there are approximately 10 locations that a program can use to make its code
automatically start up. the easiest is in the "startup" folder in your "all
programs" menu. the other locations can be accessed most easily using the
system configuration utility: start>run and type "msconfig". you will see a
startup tab where you will likely find the programs in question.

How does one know which ones are safe to remove without affecting normal
operation?

Open the program itself and check its options for this feature. If the
program doesn't have the option to disable loading at Startup, click Start,
Run and enter MSCONFIG Go to the Startup tab. Uncheck the items there.
