When I click on 'Programs' on my Windows XP start-up
menu, the window that lists all the programs is too big
for my screen and I can't see all of them. Does anyone
know how to re-size it or scroll across it?

Hi Gayle,
Start/settings/taskbar and start menu/start menu tab, click on customize =
and you can enable the option to scroll the menu here.

Or you can increase the screen resolution: Open Control Panel - Display;
select Settings tab and adjust Screen Resolution.

Right click the Start button, select Explore and/or Explore All Users. In
the Programs folder re-arrange folders and shortcuts so that there aren't so
many primary folders.
