Jusp purchased an oem notebook with xp Home. Had xp
standard on the old notebook but can't move Word or other
programs over to the new notebook. Is there a way to
upgrade xp ome to xp Standard?

There is no such thing as "xp Standard".
If you mean retail, it is not necessary.
Retail and OEM are functionally the same.
You probably need to install MS Word on the new computer.
Microsoft Word as well as other Office components are not part of and
have never been a part of any Microsoft OS.

If you still want retail on the computer, you need to buy it, there is
no free upgrade.
