internet at startup

when connecting to the internet the modem drops the line
within second /or will stay connected for hours the cut
off time is set to 24.hrs/

Also when the modem connects to the net none of the
programs :Incredimail /Outlook express/ internet explorer/

all report that the computer is off line when the computer
is on line
