If I upgrade from Windows ME to XP Professional, can I then downgrade back
to ME if I choose to?
If that is possible will I lose my OE messages, addresses, profiles, etc?

An upgrade to Windows XP Pro is a one-way ticket. You would need to
reformat your drive and reinstall Windows ME "clean" if you wish not to
continue using XP Pro. You would lose everything in the process of =
reformatting.

Yes, with an upgrade over ME, if you leave your drives as FAT/FAT32, you
will have the option to uninstall XP. See this article for more
information:

You should never rely on an OS install/uninstall to guarantee to retain
all data files. Make sure you have a good backup of your important data
files, including OE messages, before performing an upgrade or downgrade.

How then can your answer be 100% correct if the OP's post was worded =
incorrectly (don't dig yourself deeper)? Following his original post, =
your answer is "technically" correct. But you seem to always be =
"technical", and never leave room for another realm of understanding; =
that's your problem. It would do you a world of good if you'd try to =
answer maybe another possibility by reading the intention of the post, =
instead of the technicality, to that you seem to not stay away. Pay =
attention to these kinds of dubious questions, leaving then a choice of =
the correct answer for the OP, by not reacting to words, but the intent, =
etc. Again, thanks to Tom for being "less technical".
