Right-click the Start button, and then click Properties.
On the Start Menu tab, click Customize.
On the Advanced tab, under Start menu items, click System Administrative
Tools.
Click to select either the Display on the All Programs menu or the Display
on the All Programs menu and the Start menu option.
Click OK, and OK again to save the change.

You don't need the Administrative Tools for this job. However, you do need
to be logged on with an account in the Administrator group to install
software. Same requirement of account category applies for opening the
Administrative tools or making any changes to the overall system
configuration.

To see if your account is in the Administrator group, open Control Panel and
double click on User Accounts. The listing for your account will include
what user group it belongs to.
