What's the easiest way to reinstall this so my volume
control program will work

SCANNOW
If you have an XP disk you can do a scan for missing=20
files. Put the disk in your driver and wait for the=20
autoplay to do it's thing. Now click exit on the=20
selections screen and leave the disk in.=20
click>start\run\and type in cmd and hit enter or click ok.=20
Now the command screen comes up and you type in=20
SFC /scannow and hit enter. This should scan for any=20
missing files or dll's that windows XP needs and put them=20
back in their Microsoft specs.=20
