Outlook Express

Recently I installed a Sygate Personal Firewall program.
Soon after my Outlook Express e-mail was not accessible.
A message "msoe.dll could not be initialized and Outlook
Express may not be installed properly" appeared.
What can I do to reactivate Outlook Express and is
Outlook Express copmpatible with my running system
Windows XP?
P.S. Outlook and Hotmail are both running peoperly.
