program error OLE IDispatch exception code 0

When I start up my laptop, I receive a program error
message:

"OLE IDispatch exception code 0 from Winsock: Network
subsystem failed"

I am not sure what it is affecting. The only thing I
can't seem to do is to download an update to program. I
can access the internet OK.

What does the error mean? What does it affect? How do I
fix it???

I have search the Microsoft database but I can't find any
information.
