xp home"remote access connection mgr"

I had to reload xp home now my remote access connection
manager will not start. error 5 access denied. Telephony
running, remote access auto can't start. If I reload dsl
it won't recognize the modem, either plug and play or drop
down list.

Error 5 attempting to start Remote Access Connection Manager indicates this
problem:

Re-apply SP1 to fix.
