A few weeks ago I stumbled upon a vertical scroll function
which enables the cursor to become active in vertical
scolling from any point on the page, not confined to just
within the scrolling bars.

I activated this function thinking it might be useful, but
now I have become convinced I like the old way better. My
trouble now is that I cannot locate the spot for
deactivating the aid.

Any help in helping me locate this will be gratefully
appreciated.

Check the mouse control panel applet. If I were a bit more certain to what
you're refering I could be more specific. However the closest function I can
come up with is related to the touch pad on my laptop rather than a mouse.
