I have WinXP and want to create another user account. When I did that, some
programs did not work under the "new" user account. Has anyone had this
kind of program? If so, how did you fix it?

Here's another question. Is there any way to restrict the use of certain
programs by using several XP user accounts. I want to create a user account
for other people, but I do not want them to access certain programs. Is
there a way to control that?

Thanks!

Try reinstalling the software on top of the existing files from the
new account. Applications that are not specially designed for Windows
NT/2000/XP may have problems with this multi-user environment.

In Windows XP Professional Edition you can do this in GPEDIT.MSC >
User Configuration > Administrative Templates > System. However, the
setting will apply to all user profiles as long as you do not use
Windows in a large network (with a special domain server).
For less protection: remove the shortcuts to the applications from the
profile. You can find a profile folder for each user in C:\DOCUMENTS
AND SETTINGS as well as an ALL USERS folder. Each folder contains a
subfolder START MENU where items in ALL USERS\START MENU show up in
all Start Menus for all profiles.
