Not sure if these reg edits are what you're looking for,
I'll let you decide:-
Registry key:
HKEY CURRENT
USER/Software\Microsoft\Windows\CurrentVersion\Policies \Sys
tem
Parameter: NoSecCPL
Type: string
Comments: Setting this value to 1 will disable access to
the Passwords settings in Control Panel. To enable this,
set the value to 0.
OR
Registry key:
HKEY CURRENT
USER/Software\Microsoft\Windows\CurrentVersion\Policies \Sys
tem
Parameter: NoPwdPage
Type: string
Comments: To disable Change Passwords page in Passwords
Properties, create this parameter and set it's value to 1.
To enable, set value to 0.
Note you can save the registry key first by:
On the File menu, click Export.
In the File name box, type SaveKey, and then click Save.
Or create a system restore point prior to editing.
Note: If the registry key is not there, you can simply
create one by going edit > new.
