windows can't open this file

Being new to computers I was hoping someone could help me
out.When i try to open some downloaded file's i get the
following messege "To open this file windows needs to
know what program created it" and say's windows can go
online to look it up or you can choose one from a list of
programs on my computer.Does this mean the program i was
running at the time or the one i downloaded it from

It means the one you are trying to open. The downloaded file. It should have
a file extension which is associated with a program used to open it.
