I have a USB DSL modem and want to network to have
another machine and have Internet without static ip
addresses. Can I use a router? Do you suggest me getting
a router, or something else?

You can add a second Network card to your PC which is connected to the
Internet.
Put a switch behind the second PC and attach the second PC to it
[ Internet ] ---- [USB modem]---[PC]----[switch]-----[second PC]
