I can not get rid of something called "mstop25[1]".

Could you describe your problem more detailled? What do you want to
delete and what is mstop25?

Please let me know of a permanent, agressive, total
solution, if you know of one. Thanks.

Reinstall Windows XP is about as aggressive, total and permanent as you can
get. Most will think this is too aggressive though.
Where is mstop25[1] located? (Desktop, in Windows Explorer, etc.) Without
knowing exactly what it is no one can help you. It does look like a
shortcut however with the [1] behind it.
