i have tried soooooo many fixes and possibilities i am
left with only a few hairs on the top of my about to
exlode head.......i ramble way too easily

The IP addresses that you list seem valid, and it appears that you
have a Verizon DSL connection.

If you'll describe what problem you're having and what you've already
