Does Windows XP come with IIS? If not , can it be
installed on the operating system?

Hi Andy,

Yes & yes.
If you goto Control Panel - Add Remove Programs - Add/Remove Windows
Components, then it should be in the list.
Just check it on, and press Next.
Then it should be installed.

XP Pro has IIS which can be installed through Add and Remove
Programs->Windows Components. XP Home edition does not support IIS. People
will tell you that you can fake it into installing IIS but most agree that
IIS is unstable on XP Home. IIS can not be legitimately downloaded
separately.

Hi Andy,
If you have got Windows XP Home, and still wanna set up a webserver, you can
goto www.apache.org and download "Apache server for windows".

XP Pro has IIS as part of the normal distribution. XP HE does not and IIS
can not be installed on HE.
