Each User Shares One Desktop?

After restoring my pc to supposedly the original config,
all new users are being given the same desktop. ie: the
shortcuts in the c:\documentsandsettings\allusers\desktop
is where everybody is picking up shortcuts. And the users
who arent admins cant delete them.

I didnt think this was supposed to happen.

Can anyone enlighten me as to whats wrong or how to fix
it?
