Each User Shares One Desktop?

Is it home or professional? If its pro, then there are a
few options you can choose in User accounts, IF, IF, you
set the computer up as a domain. If not, I wouldn't
know, but a temporary fix would be just to cut and paste
the icons only to a person's desktop file if they want
them (C:\Documents and Settings\*anyuser*\desktop). Your
best bet would be to get someone who better new user
accounts talk to you though, as I have had the same
problem on a school network, but got an admin to help me
delete a few shortcuts from the All Users Desktop. If
smoeone does help with this problem, though, please email
me how to do it too, as i am stumped!
