There is no internet connection

I am having a weird problem lately. I am on cable with
great connection. At times when i try to use certain
programs that access the internet - i get the - there is
no internet connection - message. My "fix" is to start up
a web browser and then restart the other program. It works
100% of the time but i keep wondering. What is the
underlying cause and how do i correct it?
