I just created a new user account and it has deleted (or
made unaccesable) some of my files and folders that were
in my Administrator account that was on there when I
first use the computer. How do I either make everything
accesable or just go back to my old Administrator account.

This article describes the step by step procedure for copying the old
profile data to the newly created profile.

I had the same problem so I followed the instructions
from the article. Unfortunately, this did not restore the
information into Outlook Express - I cannot find my
address book, saved emails, email accounts, etc. Please
advise

Is the old accounts folder structure still intact? If not, you may have
inadvertently removed them. Make sure you have all hidden file attributes
turned off and search for the *.dbx files. These will be your OE email
files.
