rather than to full maximize.

How do I tweak them to open at full window?

Right click the shortcut, sellect Properties. In the Run pull down menu
sellect " Maxamized "

[Unknown]

Put mouse curser on each edge till it changes to a double arrow. Then drag
to the desired size. Hold down ctrl and click x in upper right hand corner.
Windows should now remember the size.
