Blocking DSL Internet to one user only

I am using WindowsXP Home and would like to set up the
computer to NOT allow one of the users Internet Access.

The other users would have access.

Is this available? Thanks

We have entire discussions going on about the reverse problem. It appears that only adminstrator accounts can use DSL (at least SBC Yahoo DSL). Give someone the limited type of user account and they will not be able to use the Connection Manager (try it)
. If your limited user is able to use the Connection Manager and therefore SBC Yahoo DSL, there are many of us who would like to be ABLE to do this but can't (perhaps an XP Home Edition version/update issue).
