Configure networking first on the XP machine and create a
network floppy for the 98SE. Configure each machine as
independent unit accessing the internet (not recommended
by Microsoft but do it anyway).
After configuring the XP machine use the floppy to
confiure the 98 machine. If they don't see each other,
get the IP addresses of each machine and post them within
your firewall as trusted IPs respectively. I had the same
problem and that's how I made them to work.
