Server malfunction

I had e-mail on Outlook Express and I was the computer
administrator but when I when into my e-mail I kept
getting a message that my password was incorrect so I
couldn,t check the in box. I could send mail. I was on
Internet explorer and couldn,t download games or apply
for anything either
