There are many available free programs such as NoPops. There is an
excellent popup blocker available free from Google that sits on your IE
tool bar.
I would also install and run Spybot Search and Destroy from:
http://www.safer-networking.org/
and Adaware from:
http://www.lavasoftusa.com/
Also, disable the messenger service on your computer.

installing and running these are good advice :)

now disabling messenger service is not so good advice. It would be like
trying to hide "result" of some problem and not dealing problem itself.
Better install firewall and get it configred properly, some free software
firewall should do the job. www.zonelabs.com has zonealarm but there are
numerous others also.
besides spybot, ad-aware and installing firewall, get proper virus killer if
you do not have one.
