Network Neighbour...

I remember in Win98, I just need to need to share a folder and then I can
see myself in Network Neighbour. However, even I do so in XP, I still could
not see myself, why?

Are you on a network? (Is your Ethernet being used?)

If so, disable ICF.

Control Panel>Network Connections
Select the connection you use. e.g.: Local Area Connection 23
Right-click Properties.
Advanced tab. Disable ICF.
