I had a machine running Windows XP Pro on a domain. That
machine has since been removed from the network, and
another machine took its place. When I try to rename the
computer name, it says that name already exists in the
domain. How do I remove the old computer name from the
domain so I can add a new one? Thanks.

You may want to provide a better description for the error you are
encountering.
Changing the computer name must be performed from and admin rights account.
If you need to rejoin the computer in the domain under another name, then
you need to provide a domain level admin account credentials.

Not done this but on our setup I found:
On an NT4 domain on the domain controller run server manager and you'll see
a list of machines. Delete your XP machine and then reuse the name. On AD
there'll be something similar.. :-)
