How do I register my preloaded xp software from Dell . it
is on my new laptop.

Do you mean register, or Activate? Your Dell came with XP already Activated.
You don't have to Register, its not necessary.

A simple "Registration" keyword search in "Help and Support" will provide
the answer.
Start>Help and Support>Search (type the word "Registration")
