I have an external 80.0 GB Western Digital HDD which uses the FAT32 file
system. I want all three of my PC's on the network to access the hard drive
but when I share the hard drive or map it as a network drive, an error
message says there is not enough server storage?? Do I have to reformat the
HDD in NTFS?? Thank you.

The file format isn't the problem. See this Microsoft Knowledge Base
article for the solution:

I increased the IRPStacks to 25 and then to 50, but nothing happened. I
still cannot access my external hard drive over the network. I can only
access it on the PC it is connected to. The hard drive is on USB 1.1... does
it have to be on 2.0 to access over a network??
