I want to be able to add acute accents to a,e,i,o and u (
for Gaelic typing) and the full range of French accents.
I am amazed that none of the help topics seems to
address this. Any help I can get will be appreciated.

In Windows Help and Support search enter - character map - for directions on
how to use.
You can copy and paste. However, the accented characters usually will have
an ALT-numerical keyboard sequence for inserting them.

Another way to find the Character Map, Casey, is:
click start>all programs>accessories>system tools. I made a shortcut for it
to my desktop and then moved it down to the taskbar so it's always handy
when I'm writing letters or using wordperfect.
