multi user setup

I am having problems or maybe understanding how to set-up
my e-mail program ( MS Outlook 98)for multi users.
Or maybe it cannot be used?
The program under a different user will not allow me to
open it up for setup, it just tells me it incountered
errors and closes automatically.
