All of a sudden when I open, My Computer, Explorer, or the Recycle bin my
computer attempts to log on to the Internet, all my settings seem to be the
same, any ideas?

Hi,
Disable Auto-dial using these steps: Goto next method if one does not work.
Method 1:
Right click the My computer icon (Desktop), open Manage/Services and
Applications/Services. In the right pane scroll down to Remote Accces Auto
Connection Manager and double click it. Use the Startup
type drop box and choose Disabled.
Method 2:
Network Connections/Advanced/Dial-Up Preferences/Enable Auto-Dial by
Location/Uncheck all locations and Always ask me before Auto-Dialing.
Method 3:
Disable Automatic Modem Connections at Startup
If remote connections are enabled in Windows, the system may try to initiate
an Internet connection at Windows startup or at the start of many
applications. This setting disables that behavior.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Ole. Value Name: EnableRemoteConnect,
Data
Type: REG_SZ (String Value), Value Data: "Y" = enable automatic connections,
"N" = disabled.
Create a new String value, or modify the existing value, called
'EnableRemoteConnect' and edit the value
according to the settings above.
Exit your registry, you may need to restart or log out of Windows for the
change to take effect.
Method 4:
Modify the Internet Auto-Dial Settings
Windows has the option to automatically dial your Internet Service Provider
(ISP) to establish an Internet
connection. This option can be controlled using this tweak.
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Internet
Settings
Create a new binary value named "EnableAutodial", and set the new value to
equal "01 00 00 00" to
enable autodial or "00 00 00 00" to disable it.
If the problem persists, follow these steps to disable the auto dial
feature:
1. Click Start, choose Run.
2. In the Open field, type MSCONFIG and then choose the OK button.
3. Select the Services tab and then remove the checkmark from the "Remote
Access Auto Connection Manager option."
NOTE: Do not remove the checkmarks from any other programs.
4. Choose the Apply button and then choose the Close button.
5. Restart the computer when prompted.
6. When the computer restarts, a box will appear saying that Windows is
running in diagnostics mode. Place a checkmark beside the "Do not show this
message again" option.
NOTE: If this is not done, this window will appear each time the computer is
restarted.
7. Close the window.
8. This should disable the auto dialing and should resolve the problem.
IMPORTANT: Open IE Tools > Options > Connections and choose " Never Dial a
Connection"
