Power Users Group

I'm running Windows XP Professional in a non-domain environment. I created
accounts for my daughter and girlfriend and was forced to give them limited
user level. They cannot access the cdrom or use programs such as ICQ. I
added both to the Power Users group but nothing worked. Why isnt there a
Power Users option in the user control panel?

My brothers Home edition allowed me to add certain people to the power users
group.

Any thoughts on how to bring up the power users option in the control panel?
