I was wondering if there is a windows program that will
let me encode a Mpeg1 file(from my wintv PVR 250) and
then burn the encoded file to a CD-R, so I can play
recorded TV in my DVD player.

There are several 3rd party programs that will allow me
to do this, but I would like an all in one solution.

I was thinking maybe Media Encoder 9 would allow me to
encode/burn into VCD.

Thanks

Brian

Not yet. You'll still need third party software.
