My computer doesn't seem to do that so I can only suggest
ways that might be able to turn it off.
Firstly, go to Start>All Programs>Startup. If
the 'system32' folder shortcut is in there, drag it out
onto the desktop and delete it.
If there is no folder shortvut in there, then go to
Start>Run and type 'msconfig' (without the quotes). A new
windows opens up. Click the 'Startup' tab. Look for the
word 'system32' (or similar) which has a check in the box
to it's left. Uncheck this box. Click 'Apply' and
then 'OK'. A message will appear asking you if you want
to reboot. This is not necessary. Next time you boot up,
a message will appear. To avoid receiving this message,
simply check the checkbox and click 'OK'.

Good Luck,
Ben.
