Unlocking the Shift Lock with the Shift tap

At this moment I am not able to unlock the Shift Lock with
Shift.
I know that it can, but I don't know how to fix it.
Any help is welcome.

You can change this in the Control Panel > Regional and Language
Options > Languages > Details. Choose a layout that supports this key
setting.
