where is text to speech option in XP?

I thought XP Pro came with a text to speech option. Where is it?

Hi,

Click on Start Menu | Programs | Accesseries
|Accessibility | Narrator and this is what is required to
get "text to speech" functionality.

You will have to run this program everytime u want and it
should be minimized.
