IP address to obtaining an IP address on Windows
XP/2000/NT-4/etc...?

Not in general, meaning I can name many devices where you cannot do this.
OTOH, does the device have a web browser interface? If so, look there.
But your Windows is going to have to be running a DHCP server to assign
an IP address to a device.
