When I try to click the round checkbox for the "Connect
using a dial-up modem" under "New connection wizard", I
release that the round checkbox has been gray out. How do
I activate the checkbox?

Sounds like the modem isn't installed. Check to see if it appears under the
modem list and, if it doesn't, install the driver.
