When I press the start button and then try to select All Programs, nothing
happens. I can't open All programs.

Any ideas?

Chris,

Click Start/Run/"regsvr32 /i shell32"

If this does not help, open Regedit, backup the following key and delete =
it:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Explorer\Sta=
rtPage]

I can't access the Run command either. When I click on it, a dialogue box
pops up asking if I want to place a shortcut on the Desktop.

Change the classic start menu and you can access the RUN command. =
Register the shell32 with /i parameter. and revert to New Start Menu. =
You may also open a command prompt to run the command.
