Remove hotbar

A "hotbar " appears just under my address bar. If I right
click it I get an option to close hotbar. If I close it,
it then goes away however it reappears every time I
reopen my Micrisoft internet explorer. Can anyone tell me
how to get ride of the "hotbar" forever?
