Recurrent Desktop Icon with Tild sign

I continue to have a desktop item appear, with a tild ~
as the title. How can I stop this happening?

This is a known and yet unfixed problem on systems that run the
post-SP1 patch for Outlook Express (the one that fixes the identity
issues that are caused by the SP1). The file appears whenever you
change the data in the Address Book. You can safely delete it.
