My son who uses the other computer says that it has something to do with the
packet scheduler apparently it is recieving more than it is sending, I
thought that is what should happen, my comp is receiving far more than it is
sending and i can access the internet. what could it be? any ideas?

Hey Zip,

Can you be a little more specific about how your network is set up? Do you
have a router? Do you have correct IP addresses and DNS servers assigned?
Can you ping your DNS servers? If you can tell me a little more, I will be
glad to try and help.

Mike
