Controlling Icon Order In Start Menu

Can anyone tell me how to control the order of the icons in the start menu? Would really appreciate the help. Thank you.

which start menu?

the one after pressing start button?
(left side) drag/drop
right-click each item and "unpin" to remove
(right side) no control

all programs menu? drag/drop
goto directory to change into folders

the icons next to start button? drag/drop
the icons next to clock? no control
