Access previleges denied

[Rich]

I set-up several user-IDs for one laptop
Then set access controls to folders/files
Then un-did User-Ids due to staff changes
now files not accessable by new-IDs because not original
owner/creater fo files

I need way to access file using new-IDs or un-do orginal
user-ID security settings.

Any recommendations
