MSDOS

I want to get into DOS, for some reason, (I assume to
keep out people from dickering with files), I cannot
access them. How should I go about accessing DOS?

There is no DOS in Windows XP.
There is a Command Prompt:
Start/Run
Type "cmd" ENTER
