My outlook express says that I have 16 new messages but
only goes to #9 and just says it is receiving but doesn't
go any farther. Does anyone know what I need to do with
it.

Use the Web interface to the mail server to see and delete the message that
won't download.

Yes just wait it is most likely a big file and if you are on dial up it will
take a long time

You may have a full mailbox (at your ISP's end) or a very large
message jamming the works.

Can you log on to your ISP's webmail? You may be able to get the
messages there.

Or you could download Mailwasher which will check mail and report but
not download it - you can then delete any problem messages.
