Don't know what happened, but all of a sudden, my Dell computer won't
load Help and Support. Can someone please help me restore it? I click
on it, the hourglass comes on for a couple of seconds and then goes
away and Help won't load. Nothing else is acting up. I haven't
installed anything lately or removed anything.

The following is a set of instructions on how to rebuild 'help and
support'. I have never had problems, so have not tried it.
